Pilot broke rules when he buzzed Downtown A FAA investigation concluded that an F-16 from the Air Guard's 178th Fighter Wing flew too low and too fast over Downtown, Ohio on Aug. 17 last year.

The fighter was then carrying former Lt. Gov. Bruce Johnson.
